How can I print using TCP/IP from Windows 95/98?

Windows 95/98 does not have an in built solution for printing
via TCP/IP.
The standard method of printing using TCP/IP for many years now has
been to use LPR.
Oki supply an LPR utility with its network printers which can be used on Windows 9x/Me/NT4/2000/XP.
